Weapon damage is what you see, and health is explained in 4.1. Unless something changed about how you get HP during leveling, item with highest endurance is the best. It adds 16 points: +4 Strength, +4 Perception, +4 Endurance, and +4 Charisma. Power armor is pointless (as in not rly best in anything).
